Definitely one of those episode titles that I'm glad I don't have to write out in full again.
I think the most significant thing about this episode is the fact that they are willing to focus on a subject outside of the core family. This is arguably the first episode to not be about a Simpson primarily. Yes, there is an emotional sub-plot based around Homer and Marge's political differences, but the main draw here is Burns, baby, Burns. Over time we'll see the writers fall in love with Burns as a purely evil presence, as well as a joke delivery machine, and that starts here.
In terms of introducing new characters, Blinky has the longest lasting legacy, although Mary Bailey and Dave Shutton are the sort of characters that a casual fan might say "Oh, I guess I sorta remember them" about, but here in this stupid project we waste valuable brain space memorising their first AND last names.
The NCHC for this episode is 14.3%, I'd argue that Dave's hat is borderline iconic, mostly because the word "iconic" is vastly overused in modern society and has lost all meaning. We found 14 new characters to meet, bringing the total up to 294.
