The Goofball is an A-lister of D-listers, mainly due to his memorable design.

He shows up periodically throughout the show, and is instantly recognisable - there are too many appearances to list them all, but we'll look at some of the more memorable ones. He would next appear in the "Do The Bartman" music video a few weeks after this episode. He is somehow much shorter than Krusty.

When the show revisits Capital City as a concept in season 14's "Bart vs Lisa vs The Third Grade" (remember this is when we next see Mary Bailey?) the Goofball appears in his alternate colours. I assume this is a palette swap, like a fighting game character.

The Goofball may have had a dark ending after this, as it is implied he is murdered in Moe's Bar at some point, in season 23's flash forward episode "Holidays Of Future Passed":

One season later, a big Christ The Redeemer type statue dedicated to him overlooks the city in "Whiskey Business". This is technically set before "Holidays Of Future Passed", but who can keep track of trivial things like "the timeline", as a time of death is never established:

I found a suggestion that his appearance may be somewhat inspired by real life mascot the "Phillie Phanatic". Personally I don't see a particular resemblance (mainly it's the snout...thing) but I'll leave an image of Mr Phanatic here and you can form your own conclusion:

The original voice actor for the Goofball, Tom Poston, passed away in 2007, although some of his appearances before this are voiced by Karl Wiedergott, such as in "Bart vs Lisa vs The Third Grade".
