We have already covered Mrs Winfield of course, long ago, but these other three are new to us! They also display familiarity with Lisa, greeting her chirpily, and she refers to them as the "gang". Outside of this appearance, Sylvia Winfield has displayed hostility towards Homer (and later Santa's Little Helper), but appears to have a somewhat friendly relationship with Lisa.
This man specifically does not seems to have any further appearances, although a lot of elderly Simpsons characters share similar visual traits (wrinkles on the neck, spongy upper lip, general gangliness,) so it is possible we have seen/will see variations of him.
