If the second gentleman looks familiar, it's because I mentioned him briefly here. Clearly he had a lasting impact on me!
This sequence is trying to walk a fine line between respecting the less fortunate but also pointing out that they should not be forgotten at Thanksgiving. The jokes made are at Kent Brockman's expense, pointing out his hypocrisy and lack of any actual empathy towards these people as he exploits their plight for ratings. It's a deliberate attempt to tug at the heartstrings, a note of sentimentality that early seasons are more known for. Later episodes would certainly not treat the homeless with this level of respect and dignity.
