There's no real lip-sync, but I believe it is fully the show's intention that he is the one loudly answering Marge's question ("How many of you were his in the head with mallets last week?").
Like I say: controversial. But I'm a renegade, folks. A rebel in the "does this Simpsons character count as a speaking Simpsons character?" industry. Though my methodology and tactics may seem bold now, future generations will read this blog entry and gasp in awe at the audacity of the very important task we are accomplishing here.
I'm not matching any of the other disparate voices in this crowd to random members; that would be crazy. But this guy, to me, appears and has a line, so he gets in.
