And perhaps most crucially in this episode, he is the creator of a new character for Itchy & Scratchy to torment.

One of the fun things about Itchy & Scratchy episodes within the world of The Simpsons is they are an opportunity to include some fun little references to real animators - this guy is loosely based on Eddie Fitzgerald.
As far as I can tell, Eddie never actually worked on The Simpsons, but is a well respected member of the animation community, also "appearing" in Tiny Toons Adventures:
and most impressively, being the inspiration for Pinky of Pinky and the Brain! Here on this blog you'll never read, we salute you, Eddie.
