Once we leave there, it's slim pickings, as the story focuses more intimately on Homer's predicament.* It is a full eleven minutes between the previous character (Richie Sakai) and this one.
He's only locked up to provide atmosphere. It's a good joke! But his single word does not provide him with much other characterisation. We shan't see him again.
*Can an immediate death scare be safely described as a "predicament"? Seems a little jovial for something so heavy. Ah well, too late, I've done it now, and my backspace key is broken.
