This episode is extremely front loaded, with most of the new characters appearing at The Happy Sumo. Once we leave there, it's slim pickings, as the story focuses more intimately on Homer's predicament.* It is a full eleven minutes between the previous character (Richie Sakai) and this one.

He's only locked up to provide atmosphere. It's a good joke! But his single word does not provide him with much other characterisation. We shan't see him again.
*Can an immediate death scare be safely described as a "predicament"? Seems a little jovial for something so heavy. Ah well, too late, I've done it now, and my backspace key is broken.
