Similar to his colleague Coach Flanagan, his purpose is only to briefly deliver an opinion on Homer before disappearing into the mists of cartoon obscurity forever.
The Simpsons Wikis claim that Homer and Barney skip his class to smoke earlier in the episode, but I first believed to be inaccurate - the class they skip is stated to be English, and Seckofsky appears to teach shop class.
But later Barney shows concern for missing Seckofsky's class and Homer suggests they go get an early lunch instead.
It's only in paying this close attention that I noticed they smoked in the bathroom for the entire morning, missing English and whatever other classes were between it and lunch. It is not clear if they make it to wood shop after Dondelinger catches them. That is a mystery that will remain unsolved.

Mr Seckofsky sure is a lovable goofball. But also, two hormonal teens in the school bathroom for the entire morning? I wonder if Homer and Barney ever explored eachother’s bodies.
