He hates it when you go to the toilet and there's no toilet paper.

He's not quite Jerry Seinfeld, but he's close enough in appearance and performance that he appears to be intended as a Pseudo-Seinfeld, akin to not-Siskel and not-Ebert from a while back. At this point Jerry Seinfeld's popular sitcom (I think it was called "The Seinfeld Chronicles"?) had just started its second season - not yet the comedy juggernaut of the 90s - so this moment is more of a reference to his role in the 80s stand-up comedy boom.

Jerry has yet to guest star on The Simpsons - although his co-stars Julia Louis-Dreyfus and Jason Alexander both have, we'll get to them eventually. The Simpsons makes several references to Seinfeld throughout its run - both the man and his sitcom - but I don't think Seinfeld ever returns the favour. I do not feel like watching Bee Movie or Unfrosted to see if they mention The Simpsons. The Patreon doesn't make enough money for that yet.

The Simpsons also did another joke involving Jackie O’s. In the season 20 episode “Homer And Lisa Exchange Crosswords” Lisa mentions that Bouvier was Jackie Kennedy’s maiden name, Marge replies with how she thought it was Jackie-O, like Spaghetti-O, and that was where her money came from.

Ha! I'm sure he will one day... I have, of course, got several Seinfeld 'action' figures BUT LET'S NOT GO DOWN THAT RABBIT HOLE, eh?

For a brief moment I thought you were going to tell me this guy had an action figure. I'm going to give them the benefit of the doubt and assume they didn't steal that joke on purpose. At this point there probably aren't many jokes The Simpsons haven't done anyway.

Fun fact, the Unfrosted movie does have a scene (possibly the only good scene in the movie) where Bill Burr's JFK suggests to Kelloggs that they make a cereal for his wife called 'Jackie O's' which made me laugh until I realised that SIMPSONS DID IT in season 3 (Lisa is seen eating Jackie O's in the episode Bart The Murderer) - so Seinfeld at least stole a joke from The Simpsons even though I don't think he's ever paid direct homage.
