He's not quite Jerry Seinfeld, but he's close enough in appearance and performance that he appears to be intended as a Pseudo-Seinfeld, akin to not-Siskel and not-Ebert from a while back. At this point Jerry Seinfeld's popular sitcom (I think it was called "The Seinfeld Chronicles"?) had just started its second season - not yet the comedy juggernaut of the 90s - so this moment is more of a reference to his role in the 80s stand-up comedy boom.
Jerry has yet to guest star on The Simpsons - although his co-stars Julia Louis-Dreyfus and Jason Alexander both have, we'll get to them eventually. The Simpsons makes several references to Seinfeld throughout its run - both the man and his sitcom - but I don't think Seinfeld ever returns the favour. I do not feel like watching Bee Movie or Unfrosted to see if they mention The Simpsons. The Patreon doesn't make enough money for that yet.
