A minor inclusion, but an important one:

He tells Homer where the Shelbyville orphanage has moved to, furthering the plot. Without him, who knows if Homer would have been able to find out more information about his half-brother!

Despite this vital piece of connective tissue, none of my research celebrates this character! Where are the thinkpieces about him, the Funko pops, the saucy fanart? Why does Senor Ding Dong get a figure but this guy can't be found on either fan wiki? It's a travesty, please spare a thought for this guy.

This is a good example of "Raphael voice" by the way, even though no one would claim that this is Raphael.
