OK... so much for 'illusion'. Guess he just doesn't bleed from physical damage, the way he does from magical. That was the 'inconsistency' that was making me think still of illusions, and that maybe Endy had fooled Kaletaka into zapping Niixa to break the control, or that Kaletaka's resistance and sheer force of will was holding back the fire, and that will needed to be broken by appearing to see Ahkiketa doom herself and make everything he's worked for in her come to naught, and thus the fire consumes him. (Though whether real or not, that still appears to be happening.)
Illusions or not though, everything we're seeing still fits the 'first strike' rule: it's essentially "I am rubber, you are glue", but it has to inflict otherwise mortal damage, and only comes into play once Murako is in full command and makes the fight evenly-matched. Before that, Murako was having Endy test Kaletaka's overconfidence and self-control to see if he *could* be goaded into striking first. The 'firebomb' didn't do any damage when planted, and so doesn't count as the strike; Kaletaka's 'oh shit' moment is in realising that his lightning bolt does.
