Kaerwyn is in a place where it's difficult for the characters to get resources - ammo and gunpowder are among them. They have to improvise where they can. At some point, they discovered that Artstone* powder is explosive in the right conditions - same as how flour is explosive in the right conditions. But they don't know how to really control this explosion. So there are duds, like what happened in Issue 8. And then you have what happened here.
Is this a dud? You'll have to wait and see.
