They never are right away. He submits the info to the FBI i believe and hopes they follow up. UNfortunately the District Attorney in his area doesn't like what he does so t hey are very careful about prosecuting any cases he sends but i believe the FBI is pretty good about following up on these guys.. They don't like encouraging these types of investigations by non-authority figures after what happened with to catch a predator but also they don't wnat him getting killed by a predator than being held liable
