Knowing that Damon made a vow to make Stefan's life miserable because of their past with Katherine, it is Stefan who got Elena involved with this whole mess. If he hadn't come back to Mystic Falls, then everybody would've lived on with their normal lives. But there's a lot more to the backstory with both of their histories that will be revealed later in the show in order to really understand their dynamic so nobody is completely innocent in this situation and nobody is completely at faulty either. There's a lot more to see why Damon is the way that he is, and even though he's considered the "bad guy," he is a vampire and is living like a vampire would live so we can't really try to hold him to the standards of human morality.
