This episode was technically the finale. Episodes 14-16 are technically ovas, but not really. They also wrap the anime up with elements from the other light novels.
Again I would definitely recommend checking out the light novels sometime. They are even better than the anime and there's a lot more content. The anime shortened events, combined a couple characters, and changed some motivations of characters as well, so if you read them, I recommend starting from the first novel. (1 is the 1930 storyline, 2-3 are the Flying Pussyfoot arc, and the other bits of story is an expanded/changed B or C plot from 4)

I believe the first bunch of novels that cover the train ride and everything around it ended here in ep 13, and the following 3 episodes cover the novel after that.
If you want you can go back to episode 1 now in your own time, the resolution of the train is shown there pretty much and it's fascinating to see how we were shown that and then worked towards it.
