The only issue is that the rest of the world still fears and hates eldians after what their ancestors did, and would likely wipe them out if they couldn't defend themselves with the wall titans, which was a caveat of zeke's euthanization plan.

If they are titan shifters then it doesn't technically matter if one or both of them isn't transformed, like when eren touched dina in season 2.
