I will walk directly into a rigged trial meant to indict me for something I did not do because if I don't the corrupt government will harm civilians." I've never seen this series but so far I think Kururugi is one of Lelouch's weaknesses, he calls Kururugi an idiot (because, well, he is) but Lelouch wants to save him and have him on his side it seems, and he'll even risk his plans being ruined to make sure he's safe, while Kururugi will seemingly do anything possible to protect the government that seeks to harm (and has harmed) both of them.
