Nah, the spot is wet. I think the implication is that Kota was training his quirk, even if he hated the superhuman society. I'm pretty sure Muscular knows damn well what his strength is, and that's one small hole for him hahaha

One of the best parts and worst parts of Izuku is his selflessness and how he runs headfirst into battle to save others. This will have dire consequences, regardless of the lives he saved by defeating the villain.
