Cyberpunk Ultra+ v5.3.2 early release

Hey! I still have no idea how to use Patreon ๐Ÿ˜œ

I've changed "Target FPS" so that:

1. It can now jump several quality levels. Previously it would gradually increase or decrease quality by 1 step. It can now jump several quality levels to respond more quickly to FPS changes.

Target FPS drives what I call the "perceptual auto-scaler". I.e. I'm trying to change visual quality in ways you won't notice, or will notice very little, especially in fast scenes or driving.

So if the perceptual auto-scaler is running at 100% quality and you suddenly need FPS, as of v5.3.2 it can now drop quality in a single step to 0% (for example) to give you FPS quickly. (And vice versa, if you have spare FPS, it can increase quality quickly.)

This doesn't mean 0% is awful quality, it's just adjusting bounce lighting, checkerboard, and some other things behind the scene that you can see if you study the picture, but not during times of high motion.

Target FPS will also work within the bounds of whatever mode you're currently in. So for example PT20 Insane quality won't scale quality down quite as much as PT20 Medium. And PTNext uses different settings so will scale a little differently, and so on. Basically, Ultra+ knows what mode you're in and will adapt accordingly.

I've tested it and it seems to be working well. On my PC I can run at 25 real FPS and it will generally stay at 50 FG fps, and increase the quality to usually a little nicer than my selected mode/quality.

As a rule of thumb, it's better to set Quality level and Target FPS a little lower. If Ultra+ is always struggling to reach a your desired max FPS it won't work as well as when it has some room to move (i.e you will just force the visual quality down).

2. It now controls rays and bounces for PT16, PT20, and RT+PT, so has more comprehensive control over perceptual quality
