I think the one-but-last panel is actually showing Emile's wide eyes. It might be him seeing those two talking and being shocked and worried by it.

I assume she's faking shock to get her claws in her next victim. Also, that tap on the shoulder: she thinks she has the right to accost anyone at any time. If I was picking up a kid from school and some old lady started bothering me, I'd tell her to piss off. Especially if she's known for starting rumours. And that poor dog. I hope it widdles on her shoes.
