While Iโm leaning with everyone else that this might be a ShinHye/mother dearest situation, I really want this to be rand hiding out after his son getting arrested and give us some of his perspective on the entire situation. But with the overcast of gray in most panels, this does absolutely look like a memory and is likely Shin Hye related

I also think it's related to Shinhye's past - all the different budget/seedy lodging feels like always on the move, never settled in one place (never able to track her or her mother down), and being seedy, those police lights could be SO many things. Related to her mothers' passing, to what Shinhye's had to do to get by (assuming part of why she desperately doesn't want to be involved with police is that maybe she already has a record), etc etc. It could also just signify living in a really bad neighborhood. One of those places looks like a rooftop room - typically a one room building at the top of cheap villas, which would be more "affordable" to those in poverty. Small with little space, a bathroom and a tiny kitchen, some futons on the floor. There's definitely a sense of moving around a lot, so I'm really strongly feeling it's Shinhye, unless it was some flashback of Simhan and their mom before they ever got settled, but I really feel Shinhye and her mom after she split.

Could be many things but Ima place bets along with others commenters Shin Hye/ and or her mother related. Perhaps either explaining Shin Hye's extra nervousness around police, or demonstrating how "dear mother" is no longer with us. Would be heart striking if this scene is meant to parallel the Kousuke flashback with Nol getting taken away and Rand collapsing. ๐ญ๐
