The thing you always hear whenever police corruption gets in the news is that it's just a few bad apples, completely ignoring the second half of the saying where the bad apples make all the other apples around them bad. With apples it's because they give off chemicals that speed the rot of the apples around them, and with cops it's because they constantly try to drag everyone into their corruption. It even felt like Serpico would've been perfectly happy being the only non-corrupt cop in New York if the other cops would've just stopped pushing him on it, but the other cops treat the mere existence of a non-corrupt cop as a threat that has to be dealt with one way or the other.

Years ago I read an essay, possibly by Umberto Eco, that made the point that in Italian academics it's considered a good career move to cultivate a reputation for incompetence. Because Italian academia is thoroughly corrupt and runs on graft, someone who is actually good at their job might rock the boat. So being known to be completely useless sends a signal to everyone around you that they can trust you to only work within the system, and ensures that you'll be included in the brotherhood.
