Basically he's been leading his own rebel cell, the Partisans, since the end of the Clone Wars. His cell is the most extreme in their methods; they kill civilian Imperial officials too. Saw is somewhat mentally unstable, and is especially so by the time of Rogue One. His sister's death changed him forever. Plus, leading a revolutionary group for 20 years takes its toll on you.
