The borg maturation chambers speed up aging like clones in star wars. We dont know the exact aging process though for the maturation in the borg. What the brunoli did was smart though cruel. Waste one baby early on rather then having a 100+ teenage adult go to war where the borg can take there accumulated memories. Though they ruined any chance of respect they had sending him out a 2nd time
