Having paged through it a few times I'm inclined to think that it is indeed some kind of pharmacopeia. That's what most of the drawings seem to suggest, at least.
Could it be a hoax? Possibly... but if so it's a very elaborate one - and I'd be inclined to think there'd be some more exotic or inexplicable drawings if that was the case. What do you think?

Doesn't look like it - quite often, I think, people use big cultural mysteries like this for publicity. It reminds me of the way that, every few years, someone new claims to have "solved" the mystery of Jack the Ripper. It certainly gets some headlines!
