I wondered that too. The Russians were never ones to observe such rules. Their view is that if they can get away with it then it must be okay. The Russians also routinely shoot humanitarian aid workers and field medical teams. Given how the Russians abuse the immunity of field medical personnel, I guess they expect that others do the same and therefore targeting aid and medical staff is okay.
