The comment about flags and parking anywhere is actually an extremely subtle political joke. Vehicles attached to embassies and foreign governments receive diplomatic immunity, just like ambassadors. What this means is that even though they are supposed to be bound by all local parking rules and regulations, the inability of the local government to actually prosecute them for breaking the traffic laws means they can functionally do whatever they want. It was a big problem in New York City around the United Nations complex that foreign government vehicles parked illegally. In "No Parking" zones, in front of fire hydrants, not paying the parking meters, etc. The city can't tow the vehicles or put a boot on them, because they have immunity. Technically the city can write a ticket, but when the embassies don't pay the tickets they can't take them to court or revoke their license. So, the flags don't technically ALLOW them to park anywhere, but they do mean that if you do it anyway nobody can do anything to stop you. It was a semi-serious scandal in the mid-'00s and led to a lot of back-and-forth between the NYC government, the USA government, the United Nations, and various foreign governments. I haven't heard much about it recently so maybe all the parties came to an understanding.
