Few small spelling mistakes and I think one should point out that Certain things made sense at the time. That beamte or sachbearbeiter could basically decide on their own made a lot of sense before the invention of the telephone. While today I find it baffleing I had a lot to do with them for my job and what strikes me the most was how independent they were. Really most of them work for themself with only minor oversight compared to private companies. While the seemingly most common response seems to be. You want something specific and the clerk for that specific thing is not available than.. that specific thing is not going to happen until the clerk is back often enough at least. I had to do a lot with an .(untere wasserbehörde ) among 20 or so people working for that one 2 groups of 4-5) were kinda covering each others areas badly while the rest 10 or so people seem completely lone wolfes.
