Honestly, I'm not entirely sure how to eloquate my feelings on this panel, but I love the over-the-top-ness of it.
As crazy as it is, it really is a solid drawing. I do think that the cartoony-ness of Venom's design as depicted here really helps sell the exaggeration of it all. If Venom were being rendered even remotely realistically, everything about this falls apart.
Personally, I think Venom is one of the more difficult characters to tackle for that very reason. Not many artists are able to strike the right balance to make his design work. They either push the design too far design-wise while trying to go for realism, or they go cartoony but don't push it enough, so the design falls kind of flat.
All that being said, I was probably around ten years old when this approach to Venom was becoming en vogue, so it's always had a bit of a special place in my heart. I legitimately think it holds up, though.
