It’s “thunder snow”. Happens during some lake effect events and bomb cyclones which have enough convection to create the conditions. I believe the Japanese city has a similar sea effect snow from the Sea of Japan.

Agreed, I don't tip at fast food joints.

Fast food outlets are not restaurants. Yes, they serve food, but not every business that serves food is a restaurant, think cafes, cafeterias, bistros. The Important distinction between businesses like McDonalds, Burger King, etc, and actual restaurants is that the former predominantly involve take-away food which is eaten elsewhere while the latter predominantly involve food being eaten on site.
