Key word... ONE of his daughters. He has two, and Rhaena says he ignores her, (likely because she doesn't have a dragon.) He isn't the worst parent but based on this episode from what we see, he is a shitty parent for sure. Just because you are grieving doesn't mean you get to neglect your children. You don't get to put yourself before your kids when you bring another life into the world, only shitty parents do that.

And, before that, while you were taking notes and missing the scene in the screen, he had a loving relationship with one of his daughters. So, no, he is clearly not the worst parent, far from it. He just chose to deal with grief his own way.
