Stellar Incognita Factions - Neutral Space & Aliens

In the Stellar Incognita, any system or zone that is neither under the control of the Sol Unity or part of Tenebra's support network is said to be part of neutral space. Here, like the brackish area where the river meets the sea, Secura, Tenebra and other questionable organizations go about their business, hoping to win the area to their cause, make a profit, or both.
Aside from the usual smugglers, traffickers and pleasure club owners, neutral space is also teeming with religious sects, prospectors and settlers. When new, habitable parts of the Stellar Incognita are found, it is not unusual for a 'system rush' to occur, where large rag-tag fleets of settlers descend upon rich planetary claims, trying to stay one step ahead of Secura and the Sol Unity's thinly-spread authority.
Aliens are a different issue. GAIA does not allow aliens in the Unity Proper and strictly regulates the relationship between humanity and other alien civilizations. To GAIA, aliens are unpredictable and add a chaotic factor into her otherwise fully-planned society for humanity. Alien civilizations that are found within Unity space that lack star-faring technology are designated as reservation planets that are patrolled by Unity authorities to ensure the aliens are free to develop without human exploitation. However, it is not unheard of for Unity anthropologists and scientists to live among such primitive cultures.
In neutral space, aliens are much more welcome and intermingle with humanity. Many are more than happy to offer their services as mercenaries. Both human and alien slavers alike roam between the planets of neutral space, kidnapping victims to work in mines, manufactorums and the pleasure clubs.
