My meaning: looking at Daphne's expression, it has the appearance of telling Velma to hush. And for the hairy mystery solved, since Scooby-Doo came out in '69, trimming or shaving wasn't very popular. Giving the appearance Velma was un-trendy by shaving, a "square". Also, since the police arrive at the end to arrest the unmasked villains, it was popular to call cops, "the fuzz". Thus, the double edge synonym. 😁
