Create Food and Water makes much more food than the portable chef, which isn't going to be super useful in a dungeon or desert. It's certainly very handy though aye, so we'll nerf it a bit (go with 3 pounds a shot instead of 5) and make it a little more expensive (uncommon at 150 gold).

The Portable Chef actually seems a too strong for a common magic item. (I mean, it's obviously not going to harm combat balance, but if Create Food and Water is a reasonable 3rd-level spell then a common magic item shouldn't be giving you the same benefit daily.) The Portable Chef is kind of a weird case because the benefit you gain from spending charges normally is actually more powerful than what you gain by sacrificing the device. (If someone's about to die, I guess you might need the healing potion anyway, but then you probably don't have 10 minutes to wait.)
