Doubtful. Remember in the explanation, these are people who were traumatized by their experiences with Noxians. These are probably run-of-the-mill experiences where they scared the crap out of these people.

Their normal intent is to scare humans. So it stands to reason that humans' normal encounters with them would be traumatizing if they truly are the monsters under the bed.
