that's normal with a lot of mods, because the whole neck and collar bone is usually part of the head, but to hide the neck seams he uses a collar and the collar bone and part of the neck is part of the body instead. If you want to use one of the other costumes, disable the mod.

I uninstalled all mods, verified file integrity, re-read game archives and only have this mod installed. Claire's neck is still invisible in all the other default costumes.
