Continued Minion resistance only increased the suffering of innocent civilians, who now bore the brunt of the official Prime response. It was a policy designed to break the will of those still fighting Prime domination.
Selected Minions even found their ration books cancelled altogether, forcing them to beg for food-- or worse...
