What's funny is that if Toguro had waited a bit longer he would have found out he was a big fish in a small pond and his entire goal woukd have been rendered pointless. Demon world is practically the size of earth, the amount of demons living there of different size and strength is far different than the relatively small amount of low level demons that slipped into human world. So when toguro asked to be a high level demon, it was only in the context of the demons in human world. Even for spirit world the demon world itself is something they cannot contain and have relativey little knowledge on.
