Separate point from my other comment - the remaining episodes of S3 are anime original. Can check them out but the author hates them and changed the animation studio for S4 as a result. S4 EP 0 starts from the events of this episode onward. It also has a new art style that is closer to the Light Novel style, so it may be a bit jarring at first because its quite a change from the current style. (Not saying that it's bad - just quite different).

The main take away for ya Luke is probably that the Chaos Brigade has many factions in it, all of them having different goals. Some care about the power struggles of the Devil hierarchy and others care about other goals (which you'll see later). Vali's team is just one faction, and Vali himself doesn't care about the power struggle amongst devils. He only cares about fighting strong opponents. Issei being his opposite rival dragon is one of those opponents. So one minute he will fight you, the next he'll help if it benefits him in some way. He's the typical anti-hero with his own goal that can both hinder or help Issei and crew depending on where they stand on the way for said goal at any moment. In this case he wants Issei to survive so he can fight him when he gets stronger so he helps. Great Red is his ultimate goal because it is the strongest dragon in existence. Orphis saying she wants to return to the Dimensional Gap this episode is because Great Red was stronger and essentially kicked her out. Also for a fun fact, both Issei and Vali's chants to activate Juggernaut Drive reference Orphis "laugh at the Infinite / envy the infinite" and Great Red "fret over the Dream / yearn for the Dream".

The episodes after this are anime original, even this episode is a modified version from the source material. Season 4 will pick right from this fight with correct version

Okay, you are missing important bits of information here. First, the devil kings' blood. Originally, there were 4 devil kings: Lucifer, Leviathan, Asmodeus and Belzeebub. Right now, there are 4 kings substituting the 4 positions they had left: Gremory as Lucifer, the Sitris (student council president) as Leviathan and the other we didn't meet yet. The thing is that there are descendants of the original that are unhappy about the situation due to their beliefs in their pure blood and the alliances with the angels and fallen angels and stuff. Vali is the descendant of Lucifer and the guy killed this ep was Asmodeus'. Then there's the Khaos Brigade. There are different factions in there, as shown previously, it's not a unified organization. One of them is the Old Satan faction which is formed by the original devil kings' descendants. They are the "bad guys" you are searching for. Vali is a different case. In season 2, it was clear he is a battle maniac, he only lives for battles. When he fought Issei in season 2, he wasn't fighting seriously because for him Issei was like a plaything at that moment. Once Issei beat him, he was about to unleash Juggernaut drive, the form you saw in this ep, but was interrupted by Son Goku. Now he sees Issei as a potential rival he can have intense battles with, so he just helped them to let Issei grow more, since Issei's Jugernaut Drive was incomplete, which could have ended up killing him. So yeah, Vali is a "good guy"... kinda? As long as you can entertain him. Well, let's say neutral. And don't say this is because I read the LN because all this had been explained in the series to an extent and info can be inferred from that. Luke just got confused with so many characters and plot points.
