I am not sure of anyone noticed, but at 20:12 Chisato's phone rings three times. Then it rings one time. This is Takina's code that she told Chisato about several episodes ago. If Chisato doesn't answer after three calls, Takina will ring a single tone to let Chisato know that she is coming for her. That is why Chisato was reacted the way she did after the last ring and made a run for it. She knew that Takina was coming. As to how Takina could get through the steel wall... I mean it is anime, what did you expect? :)
