Ja er hat den Plug Suite nicht getragen als er in den EVA gestiegen ist. Es wurde in der Folge erklärt das Ritsuko vermutet dass Shinji selbst, unterbewusst, seinen Plug Suite im Entry Plug materialisiert hat um sich irgendwie selbst darzustellen(?) siehe dafür etwa 6:30-6:35
