The countries in Earth controls the economy of Mars and due to this there is massive unemployment and poverty on Mars. So there are protests in Mars seeking independence from Earth. Kudelia is an activist who wishes for better conditions for people on Mars and hence some people see her as a part of the independence movement. Due to this Gjallarhorn, who polices the solar system see her as a threat.
