In terms of what i think electricity is weak against, you can think logically again like with Crocodile, even in real life one type of boots are recommended if its lightning outside ;D

Also, regarding Enel being unfairly powerful, he definitely is... He doesn't have a bounty due to not being from the blue sea, but Oda has confirmed in an interview (or maybe it was a post chapter page?) what his bounty would probably be, and boy is it absurd... and rightfully so. I'll post it in hex numbers: 1DCD6500, if you don't want to know it, luckily 99% of people can't read hex, if you want to know it, just copy paste it into google and you will see.
