He's technically talking about the cursed spirits. He isn't sure if they fear Yuji being strong with more fingers and being a threat to their plans, because that seems like a weird thing to focus an entire plan on, when Gojo exists. So that's also why he thinks it doesn't make sense. Then he switches to "or are they trying to strengthen themselves" because we saw cursed spirits can bond with a finger as well as a power source(that first special grade that kills the white fox and almost Yuji), and the 3 cursed wombs are powerful items as well. But I can also respect you thinking it's talking about the teachers as well because they are all from families vying for power and influence and stuck in their traditions. Gojo is not a fan of this archaic system. It very well could also be directed at them. We call that good writing :P
