I might be completely off here, but it seems to me that magical girl transformations typically have this habit of temporarily "aging up" the characters including inflating the tops and bottoms. But the joke here is that Tino is already so developed, there wasn't much more to grow, so they just grew her hair. Super Saiyan, much? Now if this were a hentai...
