When Gandalf “died” he returned to “Heaven” and was given a new body and sent back to Middle Earth to finish his mission: the defeat of Sauron. Edoras, home of Theoden was built from scratch and then taken down. You’d never know it was there today. If you have the DVD’s there’s extras that show how they did it.

When Saruman decided to abandon his mission and serve Sauron he effectively vacated his role as head of their order of wizards, which led to Gandalf being appointed as his replacement. As a result Gandalf can now use more of his power in Middle Earth, as before he was restricted by his rank in the order.
