The deal with Sam is that he goes after people who break the rules of Halloween. That is why he killed the woman in the beginning because she broke the rule about leaving the candles in the pumpkin lit. Then the bus driver was attacked because he was stealing candy from trick or treaters instead of giving candy. That is why Sam abruptly stopped his attack, because he got his piece of candy so the rule was finally. After getting patched up, the bus driver continued to give out candy so as to not get attacked again. He would have been fine to had it not been for the kids from earlier awakening the zombie kids who wanted revenge.
