962 GTi and C11 balance of performance

UPDATED FILE 31.08.2021 - Need have some fix on balance.
This is about bop for 962 GTi and Mercedes C11.
Copy and replace ALL files in "...content/cars" folder.
The pack include five cars folders. Two of them are for higher Tier subscription.
