Mahito is definitely a top tier villian, I can think of a few characters I reviled more than Mahito, but they're all one dimensional ones, written specifically to be the worst scum of the earth. What makes Mahito great is he has tremendous depth to his character. He has an ideology, he's chaotic and goofy, which perfect accents the abject horror of his actions. Definitely in Orochimaru's tier, but old snake neck is the stuff of nightmares, Mahito definitely gets the win for most rage though. Todo is the Goat among Goats. His boogie woogie is absolutely broken when he has anybody else to back him up.
