Yosaku and some other characters' perspective, especially when it comes to power level, is just that, their personal opinion and perspective. And some of it is just informed by gossip and rumors. Which is fairly natural in a world like One Piece's, where traveling and news sharing isn't that widespread for the common folks

Usopp has recalibrated the size of his "crew" from 100 million to 8,000. Though there's no concrete evidence as to why, one could speculate that he found 8,000 to be more realistic after finding out that Krieg had a fleet of 5,000.
